On September 19th, 1787, two days after the Philadelphia Convention, it was when the Constitution of America went to the public after the proposal was hashed out “behind the closed doors” in Philadelphia. The groundbreaking release of the proposal enabled American people to think, to discuss and to later vote to ordain the constitution for the common goods of all, by all, and for all. (see Amar, Akhil R (2005). America's Constitution: A Biography. New York, Random House.) 

 

 

Speaking of which, my objective in this section is to enhance the conceptual check-and-balance over Cambodian Government by bringing "updates" on policies in general to the public in order that they can keep their eyes on the state performance. In short, it is "time" to have public surveillance if we long for living in an inclusive nation.
